Frederick Law Olmsted first drew preliminary designs for the commissioners of the Connecticut state house grounds in 1878 (plan 00613-3). Olmsted noted “the grounds should be consistent with the building and its purpose” and used the terms “justice, refined, and enduring” to describe his vision.

Olmsted noted “the grounds should be consistent with the building and its purpose” and used the terms “justice, refined, and enduring” to describe his vision.
