The Olmsted Brothers designed Chicora Park in 1899 on the site of the Retreat Plantation, but in 1901 the site became the Charleston Navy Yard. A public portion of the park area still exists and is now called Riverfront Park. The Commandant's Headquarters was built in 1905 just east of the Turnbull Mansion (demolished ca.1904) that was central to the Olmsted plan.

The Headquarters retain the same lanscape axis and vista to the Cooper River.
